Meta treats ads for home sales, rentals, mortgages and home insurance as housing. If you are a US advertiser, or your ads reach the US, Canada or Europe, you must select the Housing special ad category: age fixed at 18–65+, no gender choice, at least a 15-mile/25 km radius (15 km in Europe), and no ZIP-code targeting, lookalikes or detailed-targeting exclusions. That can include a Dubai agent advertising to buyers in Europe.
Google limits housing ads aimed at the US and Canada in a similar way: no targeting by gender, age, parental status, marital status or ZIP code. Meta's discrimination rules also cover ad text, so describe the home, not the buyer.
Local rules sit on top. In Dubai, property ads need a DLD Trakheesi permit and its Madmoun QR code. In India, RERA requires project ads to show the registration number and the regulator's website.
